What do your firewall rulesets look like?
Do you intend the DNS actions to be "disabled=yes"?
Edit: I'd add some logging in your rules and see if that shows any information.
Idk where you see disabled rules regarding DNS. I only have 3 rules about it. 2 to drop incoming (WAN) DNS requested and the other one to only allow the Guest Network in my local LAN to acces the pihole ( this one is currently disabled as the mikrotik does not yet handle the Guest Network)

Right, I mean it works so it's not that terrible.
I’m honestly out of ideas as i’ve never seen this before.
If you poke at it more and find some sort of explanation, please share, as this is a big question mark.
