Zerotier vpn for connection to local dns pihole

The issue I am facing:
why i need set my local DNS IP (pihole server) to get my local dns over VPN ?

Details about my system:
i have 2 VM on proxmox, 1 i set as pihole and 1 again as VPN server (zerotier using docker (key-network)), i want where some one connect to my VPN (zerotier) they can access local DNS for accsessing local web server, but without manual set for local DNS in their device, how can i make that happen ?

Set the DNS server in ZeroTier Central under the DNS section

already set the DNS in key-network(zerotier), but it's not working, i still need to setup dns manually to the client
