The Xbox live app on WIN10 is being block by one of the filters, it will not allow it to connect to the Microsoft Teredo tunnel, all chat features become disabled until the following is whitelisted.

In addition, there are some domains confirmed by Microsoft that need to be whitelisted, namely clientconfig.passport.net
