Can I use PiHole as a WINS server? If so how?

No, you can't.
WINS is an entirely different protocol, providing NetBIOS name resolution via port 137.
AFAIAAO, it would really be only required for old MS OS installations (pre-WinXP?).
For their more modern OSs, MS themselves recommend to use DNS as sole method for name resolution.
