Windows 10 build 1803, watson.telemetry.microsoft.com is the Top Blocked Domain

Despite the fact I'm using OOshutup, and disabled all telemetry; since I installed windows 10 build 1803, there are a lot of requests noticeable in the pihole dnsmasq log. Of course the domain is blocked, but given the OOshutup setting, this shouldn't be happening.

Any ideas on how to stop this?
