Why is it not portable?

Hello, pihole citizen;

Why can pi hole only be used in the place where it is installed?

Why can't we take the pihole to another location and change the settings and use it?

You can. pihole -r and Reconfigure. However DNS servers are generally permanent parts of a network so you would need to enable Pi-hole for the new network addressing and arrange for your clients to use it, overriding the DNS handed out by the new network's DHCP server. And your network at the place where it was originally installed needs a replacement while the Pi-hole is away.

More easily you can access your installed Pi-hole via VPN from remote networks – see https://docs.pi-hole.net > Guides > VPN for a couple of options.

Or you can instead purchase a low-cost travel router and use that with a portable Pi-hole. One of the staff uses this model with no problems as described in his post. Rather than join the guest network (eg hotel wifi, hotspot, etc), you join your travel router's network which has Pi-hole, and the router joins the guest network.
