Brand new install of pi-hole on brand new up-to-date raspian.
Web admin page shows Web Interface Version v4.2 [(Update available!) on the bottom.

Expected Behaviour:

pihole -update should update

Actual Behaviour:

pihole -update shows all up-to-date !?

I would like to add, that I just experienced a power failure, and a resulting reboot of the system seems to have fixed the issue. Is there a reboot needed after an update?

No reboot is required after an update.

Your debug log is normal, so I think your problem is resolved. Hard to say what caused it, likely a local file was out of whack.
