web interface should be working

its not, pihole is otherwise working correctly
Hardware, misc:
raspi 3b+, raspbain 32 bit, 32 GB SD, however, it has been migrated to this new card from an old install that i broke while unplugging it abruptly

i have followed the steps as outlined in this previous post, but they have not worked for me, and ive repaired, updated, reconfigured, and even fully reinstalled pihole and raspbain.
from what I can tell, Lighttpd is failing for seemingly no apparent reason, and im getting this error after entering this command sudo systemd-analyze verify lighttpd.service
error is as follows:
/lib/systemd/system/plymouth-start.service:16: Unit configured to use KillMode=none. This is unsafe, as it disables systemd's process lifecycle management for the service. please let me know if anything else is required
