Updating to Pi-hole 5.1.1 not working with pihole -up

Expected Behaviour:

Running pihole -up on pihole 5.0 should upgrade pi-hole to 5.1.1
OS: Raspbian (Raspberry Pi OS) with Debian Buster
Hardware: Pi Zero Wireless

Actual Behaviour:

I tried a similar post requiring dnsmasq (for some reason it was not on my Pi) and change some values to be a different DNS but that didn't work still. it updated some interfaces to 5.1.1 but not all.
