I've been using this for several years now. Every time I update, I get this message:

fatal: “https://github.com/pi-hole/pi-hole.git/” unavailable: Failed to connect to github.com port 443 after 129805 ms: Couldn’t connect to server
Error: Unable to update local repository. Contact Pi-hole Support
This is the first time I've encountered something like this.

If this resource is blocked by my provider (I live in Russia!!!), is there a "mirror" for this source?

From the Pi-hole machine, what is the output of these commands?

nslookup github.com 

nslookup github.com 8.8.8.8

I contacted my ISP. The problem wasn't even theirs, but their internet provider's. I don't know what they did, but everything worked. Thank you so much for your response and advice.
