Swap them IMO. The biggest button should be Login. The smaller button should be Forgot Password. Im sure the Devs did that because they were tired of assisting with forgotten passwords and wanted to highlight how easy it is to reset the password after install when nobody pays attentions but seriously. Swap them. Please.
