So many forwarded queries with reply error?

My pihole.log is 99% this:

I get that message pair up to 20 times per second.

I mean, it works fine, but I'm wondering what is being forwarded and failing here. Maybe it is related to the pihole running on a VPS and fail2ban having banned a lot of people probing/abusing my little dns hole?
