As snaps have become much more popular and available for many distros, I think it would be a good idea to revisit this issue. I've recently chosen to configure all of my rPis with Ubuntu Core, and having a snap to easily install and configure Pi-hole would make the install on Ubuntu Core much easier.
It's not quite functional yet, but...
