Pihole DHCP does not hand out secondary DNS

It seems that upgrading Pi-hole to V6, it seems that the built-in DHCP does not hand out the secondary DNS server to the client.

I have this line in /etc/dnsmasq.d/02-pihole-dhcp-DNS.conf

dhcp-option=6, 192.168.0.78, 192.168.0.77

192.168.0.78 is my primary pihole which also has the DHCP server enabled.
192.168.0.77 is my secondary pihole which does not have DHCP enabled.

Before upgrading to Pihole V6 yesterday, everything was working fine. The Windows clients would receive both 192.168.0.78 and 192.168.0.77 as DNS servers.

However, after the upgrade, only 192.168.0.78 was set as DNS. Anything changed in the dnsmasq DHCP set up in the new version?

This was a manual configuration change you made in v5. In v6, config files in /etc/dnsmas.d are not loaded by default. You can enable it in Settings > All Settings > Misc > misc.etc_dnsmasq_d.
If you only want to add a single/few custom dnsmasq lines you can also use Settings > All Settings > Misc > misc.dnsmasq_lines
