actually, my friend is using Pi-Hole for 22K users ( capacity of a small city community Internet Service Provider ) ; it got 1K to 1.8K qps queries per second. He provisioned and run this VM on high performance CPU and memory, 16 cores with 64GB RAM hosted inside a powerful ESXi 6 with array of SSD storage connected to 1Gbps NICs)
the server perform so well for the first 10 days.
from day 11 and so on, user behavior is same, though the CPU become occupied 99% to 100% and names are not resolved anymore with above log lines.
you are invited to ssh into the server with us for all sort of necessary checking.

though FTL is stopped and nobody is accessing the web GUI that time, the cpu keep exhausted, no more DNS responses to users and server cant finish those database optimisation or name resolving traffic.
hope next version got this resolved ; or dnsMasq performance is also tuned to meet this massive amount of users.
really impressive and nice report GUI.
but, just DNS is not resolved at that situation.
