I have done a fresh install of Pi-Hole and from diagnostic all is good.
Real probables list 
1 FTL offline
2 No graph is loaded the loading circle never ends 
3 It dos not block
I have set rooter to distribute Pi-Hole DNS , also set it manually and also tested on installed device...
