Pi-Hole DHCP Server?

Expected Behaviour:

should be able to change and assign ip address

Actual Behaviour:

i have added the following items to "Static DHCP leases configuration" on the pi-hole, and i am not using it on my router side as its turned off. all the devices and ip's took that i have assigned except 1. for someone reason my microcell is attached to an ip 10.0.0.251 in the "Currently active DHCP leases" section. i have tried everything from rebooting, restart server, restart DNS but it won't drop the ip and use the one that i have assigned. its showing up in the "Static DHCP leases configuration" as well with the correct ip but won't take the ip that i have assigned. i have set the DHCP lease time to less that 24. please advise on how to fix this as nothing i have tried is working. i would like to keep the lease time set to 0 as i don't want them to change:

Did you add the correct mac adress for that unit?

yes, see below. is 24 hours the shortest lease you can set... can you do minutes, i just don't see why this one isn't taking.

When I saw "unknown" last, it was a Windows DHCP client that had it's current address "indefinitely" assigned by another DHCP server. I tried, ipconfig /renew but that didn't / wouldn't fix it.

It took a (power removed) hard reboot of the client to straighten it out.

i have tried to unplug the pi-hole and power back on reboot my router... shouldn't be this hard, i must be missing something

I dont know what "microcell" is but did you power cycle it like @flmaxey suggested ?
Some MS machines just persist on keeping the previous assigned IP (preferred).

While rebooting your router once is not a bad idea, I was referring to rebooting your client.

Note that most devices, especially today's PC's, are never truly off. To get a hard reboot, it might mean actually pulling the AC cord and waiting for 20 to 30 seconds. (The time interval is required for today's switching power supplies. They'll maintain voltage at their outputs for 5 to 10 seconds, without input power.)
