PHP error (2): fsockopen(): error work around

The issue I am facing:

FTL goes to 100% cpu process and looses connection to API.

PHP error (2): fsockopen(): Unable to connect to 127.0.0.1:4711 (Connection refused) in /var/www/html/admin/scripts/pi-hole/php/FTL.php:47
Now it is the 4th time now.
Total queries over 1.3 million.
The only way to restore it is a fresh install and set it up again.

I deleted FTL database file and rebooted all is well but lost history.

What I have changed since installing Pi-hole:

I have increased the DNS cache to 5 000 000 because the Yacy search engine fills the 10 000 to overflowing all the time.

The pihole has been busy most of the day with the log showing N/A as a reply from upstream servers.
