Lists like https://github.com/mtxadmin/ublock/blob/0246f1199f79e37e0240151422221cdadb6cca16/it0 can include references to other files that contain the more rules.
I think Pi-Hole should follow these includes . In the case of the sample above you would end up with 0 imported rules otherwise.
That list is not meant to be consumed by Pi-hole, but the uBlock Origin browser extension.
It is incompatible with Pi-hole.
