Are you running any software on that particular client that could interfere with DNS resolution? Like Avast real site or any other 'advanced' malware protection software?
Yes, I am using Avast and Malwarebytes
Disable them and try again.
Disabling Avast fixed the issue. Do you know if there is a setting to get around Avast DNS protection.
I'm not using Avast, so I can't tell except not using the software or this particular function.
Found an article. Just in case someone else is having issues with Avast
I have disable Real Site and left everything else on, and blocking works now.

Agree, @low_rider I was really surprised at how much traffic my devices were sending. At least I can stop most of it and in the process take care of unwanted site access.
