msftconnecttest.com has been added to the whitelist, gravity and dnscache have been reloaded and I have verified that it is not on any blacklist.
msftconnecttest.com is still being blocked, causing all Windows machines on my network to believe they aren't connected to internet. This is not actually preventing internet connection, but is driving my wife crazy and disrupts a few Windows apps.
This is not the domain you are loading. You are loading www.msftconnecttest.com, which is a different domain.

You will need to add www.msftconnecttest.com to the whitelist.
Thank you, that was a very obvious mistake on my end.
The upcoming V5.0 of Pi-hole supports wildcard whitelisting, so adding msftconnecttest.com as a whitelist wildcard would do the trick, as this would cover that domain and the subdomain with www in front.
