My PiHole is not blocking gambling ads on many website..
I try to inspect the gambling ads and it turns out the ads came from website that doesn't have domain it only have IP Address as domain
Is there a library or a way to make PiHole block ads like that ?
Note that Pi-hole does not maintain blocklists.
Pi-hole just provides the engine to filter DNS requests.
It's easy enough to fuel it with blocklist specialising into that category if you found one that fits your requirements - provided it matches the host format:
Just add it via your Pi-hole's Adlist group management
When looking for specialised blocklists, go for quality and content, i.e. try to assess whether a blocklist is decently maintained, and resist the impulse to just blindly grab any blocklist available for your home network.
Steven Black’s hosts files do a good job in grouping blocking lists by topics and are also well maintained, and WaLLy3k’s Blocklist collection is a good starting point as well.

Here is the example.. ignore the name of the website just want to show the url it used the IP Address..
And also inside of the web there is a gambling advertisment that use IP as domain too but different IP so it cant be block
That URL is stating its host portion directly as an IP address, rather than as a domain.
Access to an IP address cannot be filtered by DNS means:
A browser won't send a DNS request to access the resource, as it already knows the IP of the host.
Blocking IP addresses is a task for a firewall.
