Would it be possible/plausible to incorporate a IPFS client?

InterPlanetary File System (IPFS) is a protocol and network designed to create a content-addressable, peer-to-peer method of storing and sharing hypermedia in a distributed file system.

I'd say this has nothing to do with DNS and hence is beyond the scope of Pi-hole.

I was just thinking in respect of utilising an always on device. An added extra service perhaps?

Pi-hole is not a monolithic service for always-on computers. You can have more than one service or program running at the same time. Separating these services out by what they do best instead of shoving them into one package is better for everyone.
