FTLDNS on Rock64?

If I am going to install a totally new instance of Pi-Hole, do I just create the /etc/pihole directory and then follow the commands above BEFORE i install Pi-hole, or do I just install Pi-hole and then follow the above instructions?

Also, can I just copy over my config files from my "old" pi-hole instance? Mainly my static IP addresses.

I am replacing my RPi board running Pi-hole with a Rock64.
