DNS service not running

Expected Behaviour:

DNS Service should be running.

Actual Behaviour:

I see a message " DNS service not running".

Setup

I'm running Pihole in a docker container on Windows using the steps outlinged in Install Pi-hole on Windows 10 and live ad-free forever | Andrew Denty.

From tailing pihole.log, the main line that stands out to me is:
Jul 23 01:16:48 dnsmasq[5249]: failed to load names from /etc/pihole/custom.list: No such file or directory

This is harmless. The file will be only created after you used "Local DNS Records" for the first time.

Can we make this a feature request? Create this file if it does not exist during install + update?

Therefore pihole/dnsmasq warns about missing file in log during startup `dnsmasq[5249]: failed to load names from /etc/pihole/custom.list: No such file or directory` This can be prevented by creating the file. **How does this PR accomplish the above?:** Creates `custom.list` during installation/update if it does not exist. **What documentation changes (if any) are needed to support this PR?:** No. --- * You must follow the template instructions.
