DNS service not running after apt-get dist-upgrade

Expected Behaviour:

System is a Pi 4 with ubuntu, with pihole running as a docker-compose container.
Expected was pihole to run normally after upgrade.

Actual Behaviour:

DNS service not running.
The log shows "FATAL ERROR in dnsmasq core: failed to create listening socket for port 53: Permission denied", I do not know where to start, port 53 should be available since everything was running before installing updates. Please point where to look.

Okay, first I want to apologize that I did not find this on my own, shame on me. I've set

DNSMASQ_USER: root

and it works again. Thank you so much!
