DHCP Route update

The issue I am facing:
I have a mobile wifi device with DHCP disabled on 192.168.2.1, pihole 192.168.2.2 working as DHCP, DNS.

Details about my system:
dhcp-option=option:router 192.168.2.2 ( I want the traffic also route through pi)
What I have changed since installing Pi-hole:

I noticed the clients showing 192.168.2.1 as router and then after few seconds change to 192.168.2.2, is there a way that I can get the router right with the Initial DHCP response ?
Why this behaviour of update from 192.168.2.1 to 192.168.2.2 happen ?
