DHCP Requests Ignored UNLESS on Static List

Expected Behaviour:

PiHole Responds to DHCP requests with an available IP address.
OS: Debian GNU/Linux 11 (bullseye)
Hardware: Raspberry Pi 4b

Actual Behaviour:

PiHole DHCP server ignores requests unless the MAC is assigned a static lease.

I do not want to post an unedited debug log as it provides more of my network information than I am comfortable with, so I uploaded my edited output of pihole -d.

Removed txt debug file after further info. Linking the pihole -d token instead.

NOTE:

Uploading a TXT file will expose your log to everyone on the Internet.

If you generate a debug log, upload it when asked and post here only the Token, only the Pi-hole team will be able to access your log and your log will be automatically deleted after 48 hours.
(Less than 10 people are able to access debug logs and probably only 1 or 2 will actually read it, if needed.)
