Connection refused

install pi hole on my pi zero w today. it shows that the connection refusion refused while downloading the adslist
os:raspberry pi os

[✗] Status: Connection Refused
[✗] List download failed: no cached list available

All the settings are in default . I also tried to install pi hole pi hole on a debian vm and faced the same issue.
I reply will be appreciated :relaxed:
I am sure that internet is working and ping is working fine.

I cant reach it with even a browser

This would indicate the problem is outside of Pi-hole.
