All other browser are being blocked but chrome some how bypasses the blacklist. What can I do to stop chrome from bypassing it?
Disable DNS over Https on Chrome.

was looking more at the DoH
By any chance do you know how to block Facebook mobile with blacklist on pi hole so if the phone is connected to WiFi with pi hole dns it wot be able to go to Facebook app?
I would start with a wildcard block for Facebook.com.
Then look in your query log for any additional domains and block them.
