Apache is not supported as the server for the admin GUI. Lighttpd is the supported server.
I concur with @jfb. Testing/supporting all possible web server (Apache, nginx, Tomcat, Node.js, Caddy, MonkeyServer, lighttpd, ...) would just be an overwhelming task for the Pi-hole team.
Mind, we are all only volunteers and have no full-time developers like other projects. This because we neither take money from our users (licenses, premium-only features) nor do we offer whitelisting for ad-providers as AdBlock Plus and friends are doing.
If you insist on using Apache, I'd suggest checking its errors logs. You may be missing PHP or have installed it incorrectly/incompletely. However, we cannot really offer support for fixing Apache.
(This is NOT ruling out that a user might chime in and support you with Apache!).
