Cannot access admin page

Expected Behaviour:

I use my web browser to access 192.168.148.5/admin and get the admin page
pi-hole version returns "Pi-hole version is ERROR"
OS: ubuntu 20.04]_

Actual Behaviour:

[I get 192.168.148.5 refused to connect]

What do you see instead?

192.168.148.5 refused to connect. There is no firewall set up, and I installed pi hole as root.

Apologies for the post, it turns out the problem was elsewhere. Can this post be closed or deleted without marking a solution?
