Can it block eu cookies consent banners?
Most likely no.
If a consent banner was delivered by the same site that provides the content you are tyring to access, you can't block unless you also block the content.
If it were provided by some third-party service's site, blocking it may also result in the content not being accessible, waiting for the consent to be confirmed or rejected.
So there's really no point in blocking it.

Browser based blockers operate at the script level, but Pi-hole cannot. Pi-hole is at the domain level. If you find a browser blocker that can block the consent banners, then run that on the browser in addition to Pi-hole.
