I am switching to starlink for my business in the middle of nowhere and because starlink has a 3 strikes policy against torrenting i don't even want to take a chance from a customer trying to torrent... i need a regix filter so pihole will block torrenting (even encrypted) dead in it's tracks by blocking the trackers and dht based upon blocking every single URL that contains the keywords tracker, announce, d1:ad2, dht, and torrent in them.

You might want to add the Torrent list from https://github.com/blocklistproject/Lists
Won’t block every tracker, but it might help.
