Same issue here by running another service at port 81 with apache. Pihole points to the standard apache site, but I cannot see the blocking site by pihole, only if I add the "pihole" string.
Is there a solution ?
Change Apache's document root to somewhere else. Lighttpd and Apache are probably sharing the same files.
