Expected Behaviour: Ability to log into pi.hole/admin for first time setup and config
Actual Behaviour: when entering my IP address/admin or pi.hole.admin error message "server where page is located isn't responding" or "can't find server"

What is the exact URL you are using to access the web admin GUI?
I figured it out. I had ufw enable in Ubuntu and this prevented me from logging into the admin page.
