Admin interface not reachable

I set my router to provide pihole as dns over dhcp.
No pages can be loaded on any device in my network.
I can access my pi via ssh but not over web interface.

How did you do that?

This is not what the debug log shows:

router: 192.168.123.1
dns-server: 192.168.123.1

Your router is the DHCP server, not Pi-hole.

What do you see if you try to access http://192.168.123.140/admin?
Can you access from a different device or using a different browser?
