Whitelist or Blacklist with a specific IP

I would like to request a feature where we can put in a blacklist or whitelist item tied to an IP. The scenario where I could use this is for a specific device that needs access to a certain ad domain for it to work right. I'd like to basically just allow that domain with that specific IP while leaving it blocked on the rest of my network. I feel like this would be a good feature to have in both directions for both blocking and whitelisting.

The use case is pretty easy: you have internet connected devices like TVs, lightbulbs and what the heck else you can have on your network. You want to block every internet connection besides those which are required that these devices can operate.
