He is talking about the ad's the play when you visit a Twitch.tv stream and the advertisements that play in a stream.

AFAIK, there isn't a blocklist that blocks Twitch ads. I haven't had success with a blocklist stopping Twitch ads. But I've had success using UBlock Origin or Adblock Plus to prevent the ads from updating since those work on the browser level. Never really used Twitch on a mobile device so I wouldn't know if device adblocking works there. Occasionally Twitch updates how ads are sent to the browser and some ads will come through, but most of the time i never see any Twitch ads on any streams I view.

Here are some tools you can use to determine how the ads are being served, and then block them locally if they are not coming from the same domain as the content.
