I need to port my install form one server to another, the EXACT same version (stop recommending teleport on new installs as it's not the same).

I already went through the whole website and reddit and everyone keeps recommending the teleport option. I don't want just the settings, I want everything.

I tried a clean install and then overwrite the files, but nothing gets overwritten (still get the same new bloat features), and manually installing the desired version fails to pull the desired FTL although it's available and/or also manually installed.

Does sudo cp or sudo rsync not work for copying the files?

Technically it copies, but upon rebooting I still get the new pi-hole install and not the version I copied over...

Then it didn't copy. Or your target filesystem is read-only. There's nothing that would re-run the installer on reboot.
