Not yet. Only ISP is able to change DNS on ISP router, and it takes 1-2 days 
Before Pi-Hole, OpenDNS was configured on ISP router and everything works fine. Today I configured Pi-Hole, but without involving ISP (so no changes were made on ISP router).
That's why my network looks as described.
