Do you know why that client would be using an IPv6 address from Vultr?

Pi hole is working on the student's laptop. But as I can see from the Pi-hole dashboard, I still could not see 192.168.1.172 activated. It is still in pink for this ip address.

On the Query Log tab, 192.168.1.83 picked up the domain youtube.com from this laptop.

Where does this 192.168.1.83 come from?

You'll have to check your network to find out. And the client page will update in a short period of time to reflect the clients using Pi-hole, it's not an instant change.

when I ping 192.168.1.83 it is unreachable
