Intermittent Internet Dropouts 30 - 60 seconds long after changing router DNS

Expected Behaviour:

Devices connected to the router should have ads blocked with no internet disruptions or dropouts.

Our residence recently got a new ISP that required us to change the configuration of our network. We have an router/modem combo (Arris BGW210) receiving Fiber internet from an ONT. The ONT is connected to the combo which has no ability to change the DNS server, and while it can serve as a router, we instead have a mesh router (Nighthawk MR60) connected via ethernet to the combo where the mesh router is where all of our devices are connected. The combo has IPv6 disabled and reserves an IP address to the mesh router. The mesh router has the Pihole Raspberry Pi connected via one of its ethernet ports, The mesh router reserves an IP address for the Raspberry Pi, and has the DNS server set to the Pi IP address. DHCP is enabled for the mesh router and disabled for the Pi.

When I ran with the above steps, any devices connected to the mesh would not be connected to the internet. Devices however connected to the combo would have internet access. I then recently changed the IP address of eth0 so that the pihole can listen from the ethernet port (using "dhclient eth0 -v"). By doing this and refreshing the router, devices connected to the mesh router were now connected to the internet. Unfortunately...

Actual Behaviour:

Devices connected to mesh router now are connected to the internet and block ads but have intermittent internet dropouts ranging from 20 to 60 seconds long before reconnecting again to the internet on its own. Page loading is noticeably longer than before. Happens about 10 - 15 times per hour. Devices connected to the combo do not experience dropouts but for obvious reasons do not block ads.
