That observation may well be accurate, but your conclusion is a bit premature:
Client OS and browser may cache DNS responses, so while Pi-hole's blocking is active the moment you re-enable it, it won't actually become effective on a client for a domain until that client requests it via Pi-hole.
You could e.g. clear your client OS's DNS cache or open and close your browser to speed that up.
