First time install on ubuntu 18.04 , can't reach admin webpage

Hello ,
I'm tryinh to run the pi-hole on my ubuntu 18.04 server
everything is update
the installation went without any problems
coulnd't enter the web interface
I have check the follwing:

  1. port 80 is open

what else could it be ?
when I try to enter telnet from the server (127.0.0.1 or the IP 10.129.10.171)
I don't get a reply , also from outside

  1. I have check the firewall it's down
ubuntu@pi-hole1:~$ sudo ufw status

I have run debug

I'm trying for 3 hours now (tried all kind of linux version 18.04,18.05 ,20.x) - I get the same problem in all of them..

last week I have install on pi-4 , work like a charm in less then 5 min

I have change the port to 8082
using

 sudo nano /etc/lighttpd/lighttpd.conf
server.port                 = 8082

and I can see it's working

 curl -I 127.0.0.1:8082
HTTP/1.1 200 OK
Content-type: text/html; charset=UTF-8
Expires: Mon, 12 Jul 2021 10:18:19 GMT
Cache-Control: max-age=0

added also this rule jsut to be sure
sudo ufw allow 8082/tcp

but still nothing , can't reach it

What is the output of the following command from the Pi terminal:

sudo systemctl status --full --no-pager lighttpd

this is ubuntu 18.04 (as I wrote in the title )

when I run this
curl -L -o code.html http://10.129.10.171:8082/admin
the same for
curl -L -o code.html http://127.0.0.1:8082/admin

I get the correct reply , I can see it's the pi-hole admin\gui page
