DNS Server is Offline; cannot seem to fix the issue

Expected Behaviour:

I expected ads to be blocked when I tested various websites on a web browser after a fresh install of both Raspbian Buster and Pi-hole.

Actual Behaviour:

Ads were not blocked. Upon further investigation, it appeared that the installation of Pi-hole had failed (FTL was missing). I followed the advice of another thread and edited the nameserver in /etc/resolv.conf from 127.0.0.1 to 1.1.1.1 and issued pihole -r. Pi-hole installation was repaired, but the DNS service is still offline per pihole status

Ah, my apologies for wasting your time. I'll do a fresh install of Raspbian Stretch and try again.

That won't help, the fixes are not in the development branch.
