Expected Behaviour:
DHCP active router DHCP deactivated.
Actual Behaviour:
Expected to see DHCP list and lease however remains empty in Pi_hole

Your current leases might still be valid.
Try forgetting the WiFi connection on a mobile device and re-connect to the network.
That should broadcast a request for a lease from that device.
Are your clients set to receive the IPs automatically ?
