Blacklist should be added shown 6 when adding the 7th, it never shows

Are you referring to a blacklist entry - a local domain name added to your local blacklist?
Or, are you referring to a block list entry - a URL that leads to a public list of domains that you want your Pi-Hole to block?
From your debug log, given that you have six subscribed blocklists and 25 entries on your local blacklist, it appears that you are trying to add a block list.
Please walk us through the steps you are using to add this blocklist, along with the URL of the blocklist you are trying to add.
Trying to add the blacklist url, for the list of blacklist domains. The url I'm trying to add is: https://github.com/vincentkenny01/spotblock/blob/master/file1
However when I say I can't save any setting, such as changing listening interface in the web console, from all origins to only eth0, and saving, once the page reloads nothing has changed.
Your terminology is incorrect. You are trying to add a "block" list URL, not a "black" list.
As far as I can see, this is not a valid URL. Loading it results in a 404 error.
Let's take a look at the permissions in your /etc/pihole folder. What is the output of this command (you can copy and paste into a reply).

If you edit the blacklist file directly, are you able to add this domain (which you appear to have mis-spelled) to that file?
sudo nano /etc/pihole/blacklist.txt
Add the domain as a new line at the bottom, save, exit.
Then run pihole -g to update gravity. And see if the new domain is in the web admin GUI under the blacklisted domains.
Done and yes, what about blockurl list and the permissions?
