Estou tentando atualizar mas sem sucesso. Ubuntu 18.04.6 LTS.

The ppa you are using (https://launchpad.net/~nemh/+archive/ubuntu/systemback) does not have any release files for ubuntu bionic. You should remove it from your source list. Then run sudo apt update again and see if it succeeds.
