Not quite. 
It would be more accurate to say that Gravity has always been updated regularly without prominently notifying you about failed download attempts.
However, that information has always been logged to pihole_updateGravity.log and also has been available via its Adlists UI, but you'd had to actively look for any irregularities yourself.
That has changed with recent:
